Did I miss something during setup or in the FAQ which detailed the creation of this directory? EVE makes it's folders automatically and as needed. If you haven't used the ingame fittings window the folder might not have been created. Or it was a bug. Difficult to say. Sounds like you have corrupted system files or an unstable net connection. Something is interfering your download because the zip should be fine.
